Responsibilities

As a Lead Contract Specialist you will:

  • Develop procedures used in reviewing the entire contracting process for conformity to laws, regulations, and policies.
  • Represent CDC/ATSDR in all phases of acquisition activity.
  • Represent CDC/ATSDR with legal professionals regarding contractor problems or to seek legal opinions for new laws, regulations, and policies.
  • Provide expert advice and assistance on contracting implications of proposed new or expanded program activity.
  • Ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
  • Lead the team in identifying, distributing and balancing workloads and tasks among employees in accordance with established work flow, skill level and/or occupational specialization.
  • Train or arrange for the training of team members.
  • Monitor and report on the status and progress of work.
  • Prepare and/or direct/approve briefing papers/packages for top officials at CDC/ATSDR and HHS.

Qualifications

BASIC QUALIFICATION REQUIREMENTS:

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade,

In addition to meeting the basic qualification requirements, applicants must also meet the minimum qualification requirements.

MINIMUM QUALIFICATION REQUIREMENTS:

Applicants must have at least one year of specialized experience at or equivalent to the GS-13 in the Federal service as defined in the next paragraph.

Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include providing leadership and direction to a staff in the area of contracting and acquisitions; analyzing and evaluating contract matters; initiating, developing and recommending contracting policies, procedures, guidance and control of contracting activities; and providing various support services including workforce planning and training, as well as acquisitions.

NOTE: This position requires a FAC-C Level III Certification, and four years of contracting experience, 24 semester hours of business-related courses (accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management) and baccalaureate degree from an accredited institution, and all required training for FAC-C Level III. A copy of your FAC-C Level III or equivalent certification is required for the application process.

Applicants selected for this position will be required to maintain the FAC-C Level III Certification which includes earning 80 continuous learning points every two years beginning with the date of certification to assure skills training is current every two years.
